About Northwest Territories Cost of Living Offset Credit

The Northwest Territories Cost of Living Offset (NT COLO) credit is a tax-free payment to individuals and families to help offset the cost of the Northwest Territories carbon tax.

The program provides an annual base credit that considers the direct and indirect cost of the carbon tax paid by an average NWT household. The base amount for the period between July 1, 2024 and June 30, 2025 is $416.00 per adult, and $480.00 per child under 18 years of age.

Residents also receive an additional regional heating amount that varies based on the region ("zone") where they live. Residents living in higher fuel use areas will receive higher COLO payments.

  • Zone 1 - communities with low fuel use: Colville Lake, Dettah, Enterprise, Fort Good Hope, Fort Resolution, Fort Smith, Hay River, Kakisa, Katl'odeeche, Ndilo, Wrigley, Yellowknife.
  • Zone 2 - communities with moderate fuel use: Aklavik, Behchoko, Deline, Fort Liard, Fort McPherson, Fort Providence, Fort Simpson, Gametì, Inuvik, Jean Marie River, Lutselk’e, Nahanni Butte, Sambaak’e, Tsiigehtchic, Tuktoyaktuk, Wekweèti.
  • Zone 3 - communities with high fuel use: Norman Wells, Paulatuk, Sachs Harbour, Tulita, Ulukhaktok.

The credit is not subject to a benefit reduction based on income.

Eligible NWT residents do not have to apply for the credit. The Canada Revenue Agency will determine eligibility and will issue payments to all eligible individuals. However, individuals must file their annual income tax return in order to receive the NTCOLO credit.

The payment is combined with the quarterly payment (in July, October, January and April) of the federal GST/HST credit.
